As with the AR, the part the ATF considers a "gun" is the lower, or in the case of a Glock the piece of plastic that the other parts are attached to. If that part isn't finished, it isn't a gun and as such is subject to no more regulation than a plastic toy. AR lowers that are not finished and thus not regulated require machining and while there are computers that greatly facilitate this, it IS still the machining of metal. With a Glock unfinished lower one is dealing with plastic and if it can be called "machining" its a lot easier. Once one has "machined" a lower, one suddenly has a "gun" as defined by the ATF all be it one that doesn't do more than your average paper weight UNTIL one puts in the other unregulated parts that allow one to push projectiles down a rifled barrel,

I don't know why anyone hasn't thought of it before, but now one can purchase unregulated pieces of plastic, AND the parts required to make it a fully functional firearm, from the Glock Store in CALIFORNIA of all places.
