For those who use handicapped placards, read it carefully. It says specifically that it is not to be hung from the mirror while the vehicle is in motion/ being driven. I used to get fed up hanging and rehanging the frapping thing. What I did was take two elastic bands and fasten it to the sunvisor and when I would park, simply make sure it was displayed.
Also, I prefer to use the placard instead of the plates. The plates are much easier to steal. To get the placard a thief must actually enter a locked vehicle thus compounding their crime.
