I imagine Jim Tressel is not as popular now as he once was in this state.
No doubt the school is hoping to head off harsh penalties by the NCAA. This will obviously hurt recruiting.
I believe the rest of the Big Ten and most of college football is doing back flips this afternoon in joy.

I wonder if Nebraska would've still made the conference switch if they knew this was going to happen?

Good question. They will still come out ahead in the long wrong financially wise.
The Big 12 lost two teams - now can't have a conference championship game.
I think a lot depends on what the NCAA might do after the hearing on Aug 12 - will they accept this as enough punishment or will they bar them from bowl games, pull scholarships, etc? If the NCAA keeps this as sufficient punishment, Ohio State will be fine. It's a program that does not rebuild - they just reload.
